I .Brief Introduction of the ST Department
1. Scientific Research Sources and Bases
Besides four Engineering Master Degree Programs, the university currently offers 18 other Masters Degree Programs. It has four key provincial disciplines, five provincial priority laboratories, one provincial engineering center, seven personnel training bases for Bachelor Degree, one model center for the basic teaching program and over 30 research and assessment centers. XHU is also qualified to admit four-year course equivalent ME applicants and hold graduate courses, enroll foreign students and offer doctoral programs jointly with other national principal universities. It has set up a campus network and the library houses about 1.5 million volumes, of which some are digital books.
XHU shows good potential and strength in developing scientific research. It has undertaken the state 863/CIMS Projects, the State Natural Science Fund Projects, the Projects of The 8th Five-year Plan of Ministry of Machinery Industry, the State Major Project of The 9th Five-year Plan and The 10th Five-year Plan, the Major Teaching and Research Projects of Personnel Training and Fostering For the 21st Century of Ministry of Education and many other ministerial and provincial major scientific research projects as well, and has won several science and technology achievement prizes and science and technology advanced prizes at the ministerial and provincial levels. Forming its own characteristics in such fields as Fluid Machinery, Manufacturing Engineering, and so on, many achievements have been industrialized, making great contributions to the development of Sichuan Province.
2. The Research, Development Funds, Scientific Research Tasks and Scientific and Technological Achievements during the 10th Five-year Plan
At present, we have over 800 new scientific research items, of which 650 horizontal items and 150 vertical items are entrusted by some enterprises. In 2003, about 340 scientific research items were underway.
The scientific research funds, now totally over 65million, is increasing by 15% every year. In 2003, we put 14.7 million scientific research funds into scientific research, of which 7million were outside school scientific research funds.
2500 papers and over 200 teaching materials were publicly published. There were 753 papers and 44 teaching materials in 2003, of which 15 papers were searched by SCI, EI and ISTP, a much higher rate than that of 2002, following separately the increased percent 109.17%, 214.29% and 25.0%. Nearly 40% of the papers were published by the core periodicals.
Since our university focuses on such a scientific research aim that “Scientific Research Should Serve the Society”, it has attached great importance to spread and industrialize the scientific and research achievements. Through promoting our achievements on the internet, periodicals and the government announcement, we have participated over 50 large symposiums and held achievement talks with many enterprises.
3. Scientific Research Management and Scientific Technological Exchange
About scientific research management, we firmly insist on the purpose that “All for the Scientific Research Personnels” so as to surely provide a good scientific research environment. The task leaders should be in charge of their scientific research items.
Besides, we actively create and hold each possible opportunity for the scientific and research exchange. In 2002, the university held 11 meetings of the 2002 Anniversary of China Scientific Committee.
Through various kinds of scientific research exchange, we have strengthened the relationships with other organizations, promoted the fame of our university and greatly broadened our ideas on how to do well in teaching and scientific research.
II . The Organizations and Responsibilities of the ST Department
The Department of Science and Technology , a managing and serving department of our university, mainly works on the scientific research plans and the organization, coordination and management of the scientific development.
1. Intellectual Property Rights Office
Responsible for protecting our university's intellectual property rights.
2. Project Management Section
Responsible for holding talks on the Scientific and Research Projects, signing project contracts and managing their development.
3. Achievement Section
Responsible for evaluating the achievements and promoting them into application.
4. Scientific and Technology Industry Management Center
Responsible for coordinately improving the system of the scientific and technology industry and supervising the property rights.
